What is the difference between goodwill and love?

Love your neighbour as yourself I indeed have to make a conscious effort and decision to do that. Some neighbours might not be so easy to love then others. So is love an act of Will?

Well, it’s not the same “love” as like in “being in love”.
And I do not think that your relationship with a neibourg should be dictated by a catechism.
It is a personal matter, and it greatly depends on the neighbours themselves. If they are good-willing, of course then you should have the same attitude. If not, be polite but otherwise ignore them.
And remember: there is no war.
Goodwill is moderate affection & is not deep.
Love is a strong emotion towards a loved one.

In my view, the difference between love and goodwill is the level of commitment towards the well being of the object person.
The second part of your question is partly answered by the above. Commitment is indeed an act of will. I firmly believe that ‘falling in love’ is not something happening due to strange reasons….. it is just that the reasons are not within our control even as they are entirely within us. At least at a subconscious level, we are making a choice when we think we are falling in love.
The reason we are unable to love our neighbor as we love ourselves is due to the fact that we never accept people as they are…… we always make a judgment, so that it is possible for us to love some of our neighbors but not all. It is an act of will, although it may require a lot of other rigors before one can will to love all equally, not the least of them being the need to minimize ego and selfish tendencies.
Well there are different kinds of love, and to love your neighbour requires love that is an act of your will.
