The best way is to join a few, and see what happens. You have to have an “angle” with an online dating site. For example, let people join for free then keep sending them emails from prospective partners (actually these are computer generated, of course). They have to pay to be able to contact these “people”.
Actually pay money to join the sites, and expect to be ripped off a few times. This is, in fact, both the best and the cheapest way to see how onlane dating sites work. It looks like a ripoff, but in fact it is a bargain if you are looking for dating site secrets rather than actual partners.
The problem you have to overcome is that men greatly outnumber women on dating sites.
The other thing you can rip off is the “Terms Of Service”, which makes all of these shenanigans legal (sort of). All the sites seem to steal these from each other. Better that than to give a bunch of money to lawyers, I guess. My favorite term is “Online Cutie”, describing one of these computer generated hot women!
One tactic is to go for a specialty niche, such as alt.com. That is a dating site for kinky sex. Or a prisoner dating site such as prisonpenpals.com. You will have a lot less potential customers, but a much greater market penetration.
For the actual web site design itself, just place an ad on monster.com for a web site designer. The designer can be anywhere in the world, of course. It helps a lot if you are able to do site maitenance yourself, be sure to discuss this up front.
If you have a high standard of ethics, go into a different business! The only half way ethical dating site is Yahoo personals, and I seriously doubt that it is profitable by itself.
I’ve had good success with online dating. Most are free to join and it’s a nice way to meet new people. It’s exciting to see what other people post in thier profiles and gives me a change to check out the competition in my area.

Online dating is whole new ball game comparing with other match making and blind date services. Just like regular real-world relationships, online relationships need tending, to grow over time.
